This study explores the complex dynamics of gang recruitment and to a lesser extent, the retention of members, within Region of Durham – with a focus on identifying and mitigating the key factors that contribute to gang involvement among youth from vulnerable populations. Rooted in Durham Region’s Community Safety and Well-Being (CSWB) Plan, itself a part of the Building Safer Communities initiative of Public Safety Canada, this research highlights the intersection of priority risk factors within Durham, including mental health challenges, substance use, criminal involvement, social isolation and immigration, victimization, homelessness, unmet basic needs, and experiences of racism. Recognizing that these factors create pathways toward gang affiliation, this study aims to provide actionable insights that can inform evidence-based interventions and enhance community safety.

By tackling these priority areas, this study aligns with the goals of the CSWB Plan to proactively mitigate risks and enhance community safety. The Plan aims to create a safe environment for all Durham Region residents, fostering a sense of belonging and ensuring access to essential needs, including education, healthcare, food security, housing, income, and opportunities for social and cultural expression.

Through a combination of qualitative interviews, quantitative analysis, and community engagement, this study examines the lived experiences of 23 individuals involved in the recruitment of criminal street gangs, highlights their tactics, addresses systemic barriers, and identifies opportunities for prevention, early intervention, and community reintegration programs.

A collaboration with OntarioTech University’s Department of Critical Criminology and Justice strengthens this study, as the department will evaluate the findings to uphold academic rigor and apply a critical lens. The study also benefits from the support of Kinark’s Research & Analytics team, whose expertise ensures robust data collection and analysis practices.

Together, these partnerships provide a comprehensive approach to understanding gang recruitment and retention, empowering Durham Region with innovative strategies to address risk factors and foster safer, more equitable communities. By building on the strengths of the CSWB Plan, this study aims to contribute meaningfully to a safer Durham Region where every individual has the opportunity to thrive.
