Trusted Support Since 1980
For over 40 years, Northstar has walked alongside youth and families in Durham Region who are navigating the complexities of the justice system. Since 1980, we have been a trusted partner to young people facing some of life’s most challenging moments, offering support that is grounded in dignity, accountability, and real connection.
Our work goes beyond services. We provide structured, community-based pathways forward—combining mental health support, education, and justice-informed care to help youth stabilize, grow, and reconnect with their future.
Through individualized support and strong partnerships with the courts, schools, and community agencies, Northstar delivers interventions that are responsive, culturally relevant, and designed for lasting impact.

Support Where It’s Needed Most
Community Support Team (CST)
Provides clinical counseling and support services to at-risk youth in conflict with the law and their families in the Durham Region.
Intensive Support and Supervision Program (ISSP)
An alternative to custody, offering services tailored to the youth’s level of functioning, specific needs, and mental health diagnoses that may contribute to offending behaviours.
Care the Treatment Education Program (CTEP)
A supportive environment for youth who face challenges in the mainstream education system.
Violence Prevention Program (VPP)
Free workshops designed to promote health, well-being, and resilience among youth.
Enhanced Community Outreach
Intensive one-on-one support to youth aged 12-25 who are at high risk.
Durham Youth Gang Strategy (DYGS)
Our response for the prevention, intervention, and reintegration for youth aged 12-22 who are at risk of or already involved in gang activity.
